Public Housing Program


Boulder Housing Partners gives preference to those applicants who live and/or work within the city limits of Boulder and are elderly individuals, individuals with disabilities or families with children. If an applicant does not have the preference, their chance of clearing the wait list is very slim.

The public housing and section 8 project based programs wait lists and the Section 8 voucher lottery will be open from 8:00 AM on April 9, 2012 until 5:00 PM April 27, 2012.

Applications for the wait lists and the Section 8 voucher lottery will be available on our website and at our main office, 4800 Broadway, Boulder CO. 80304 after 8:00 AM on April 09, 2012.

BHP owns and manages rental properties located throughout the City of Boulder.  Residents pay approximately 30% percent of their monthly adjusted income for rent. There is no minimum income. The maximum yearly income to qualify depends on family size. See eligibility below. Wait time can vary from 1 to 4 years from the date and time the application is received, depending on required unit size and program interest.

All BHP properties are non-smoking.

As of January 1, 2012, all residents in the public housing program will participate in the Moving to Work Program. Please click here for more Information on Moving to Work Program (MtW)

Highest priority is given to people currently working or living in the  City of Boulder, that are considered senior (62 years +), disabled or a family. Anyone is welcome to apply; however you must be eligible and meet the income guidelines established annually by HUD.

An applicant who is single, non-senior or non-disabled may apply for housing, but will have to wait until those individuals who meet any of the above described criteria are housed first. For this reason the wait time may be indefinite for these individuals.

:  studio to 4 bedroom apartments and town homes.
Rent is based on 30% of family's adjusted income, if all household members qualify. (This will change under the Moving to Work Program).

Income Limits: Applicants yearly maximum gross income can be up to 80% of the Area Median Income (AMI).

Please note: you may not qualify for the federally subsidized programs if you fall into one of these categories:

  • Your household does not currently live or work within the city limits of Boulder (for example, Longmont and Lafayette are in Boulder County so you would not qualify for housing with us).
  • Your household has been evicted from federally subsidized housing within the past five (5) years. You or a member of your household has been arrested or convicted of a crime within the past five (5) years that involves drugs, violence, or disrupting the peaceful enjoyment of others.
  • You or a member of your household is required to register on the Sex Offender's List.
  • Your household exceeds the maximum income limits dependent on program and family size.
  • If you are a single-person household, you must either be disabled or elderly (at least age 62) to qualify.

In compliance with HUD requirements the Board of Commissioners of BHP adopted a revised version of the Admissions and Continued Occupancy Policy at the Commissioners meeting on June 04, 2009.
