Are You a Supporter of Permanent, Affordable Housing for Boulder's Chronically Homeless?

If so, please sign our online pledge to show your support for 1175 Lee Hill.  As of April 2nd, 2012 more than 500 individuals have signed the pledge in support.  Of those, at least 392 live within the City of Boulder and at least 129 live in north Boulder (zip code 80304). BHP is grateful for your encouragement and ongoing support.

North Boulder Neighbors Tour Denver Housing First Communities

On Saturday, February 11th, BHP staff led a tour of a homeless housing community in Denver. Three Council members - Macon Cowles, Ken Wilson, and George Karakehian - and representatives of ten north Boulder homeowners associations were in attendance. Operated by Archway Housing in Denver (formerly Rocky Mountain HDC ), the Cornerstone Residences opened in 2009 to provide housing and supportive services to 50 formerly homeless adults, half of whom meet the federal definition of chronically homeless. The apartment community is adjacent to the Saint Francis Day Shelter for the Homeless, which provides day shelter and services to 600-800 individuals per day. The Housing First Model

It is estimated that 15 to 20 percent of Boulder County's homeless population is chronically homeless. One of the goals of The Boulder County 10-Year Plan to End Homelessness is to "provide permanent housing with supportive services to meet the long-term needs of chronically homeless individuals." Housing First is a nation-wide initiative to reduce the number of chronically homeless by providing permanent supportive housing. It is premised on the belief that vulnerable and at-risk homeless people are more likely to realize long-term stability after they are in their own housing, rather than while living in emergency shelters or temporary housing programs. Housing First programs across the country have shown that this approach is both cost effective and highly successful at keeping people off the streets.

    1175 Lee Hill

    1175 Lee Hill is a proposed 2-story, multifamily community that will consist of 31, 1-bedroom apartments on the corner of Lee Hill and Broadway. Based on the Housing First model, these single occupancy units will be occupied by men and women experiencing chronic homelessness. The project will be developed, owned, and operated by Boulder Housing Partners. On-site supportive services for residents will be provided by case workers managed by the Boulder Shelter for the Homeless.

  • Neighborhood Feedback

    Over the last two months, BHP has made a concerted effort to identify and understand public concerns regarding the development of 1175 Lee Hill.  To date, the project team has met with representatives from fourteen HOAs and neighborhood groups. Based on the feedback from those meetings, BHP understands the north Boulder neighborhood's primary concerns to be: (1) a saturation of affordable housing in north Boulder, at the expense of other uses, and its potential to negatively impact the neighborhood character; (2) the impact of transient homeless individuals in north Boulder on public safety and security; and (3) the potential for the proposed 1175 Lee Hill community to exacerbate these issues.   BHP is developing a response to these concerns in collaboration with City staff and neighborhood leaders.  If you would like to meet with the project team, please contact Shannon Cox Baker at cox-bakers@boulderhousingpartners.org to schedule a meeting.

    Boulder Shelter for the Homeless

    In response to neighborhood concerns regarding the behaviors of transient homeless people in the north Boulder area, the Shelter has expanded its street outreach efforts with the assistance of Boulder County Cares and is specifically targeting areas where neighbors are experiencing issues, such as camping and panhandling.  The Shelter has also convened a meeting with their Good Neighbor committee in an attempt to address these issues in a more comprehensive manner.  If you would like to report an issue, please contact: greg@bouldershelter.org.  Click on the link below to view the Shelter's Management Plan:


    BHP to Cooperate with City in Development of Housing First Community

    At its meeting on November 14th, the BHP Board of Commissioners adopted a Resolution, expanded its commitment to delay submission of a land use review application until the City's land use code regulations governing permanent supportive housing communities are either affirmed or changed.  Additionally, BHP will continue to assess the suitability of other locations for Housing First communities and will share that information with City Council and staff.  BHP will also seek City Council's endorsement of site selection criteria in order to guide the assessment of sites suitable for permanent supportive housing.  A copy of the resolution was delivered to City Council and can be viewed here.
