Section 8 Housing Choice Voucher Program Administrative Plan
Boulder Housing Partners receives funding to provide housing assistance payments for the Section 8 Housing Choice Voucher Program from the Department of Housing and Urban Development. BHP is not a federal department or agency, but a public housing authority. A public housing agency (PHA) is a governmental or public body, created and authorized by state law to administer Section 8 Housing Choice Voucher programs for low-income families. The PHA enters into an Annual Contributions Contract with HUD to administer the voucher program. The PHA must ensure compliance with federal laws, regulations and notices and must establish policy and procedures to clarify federal requirements and to ensure consistency in program operation.
Each year, BHP is required to update and make any necessary revisions to the Section 8 Administrative Plan (Admin Plan). The Admin Plan is the handbook that explains how BHP administers our Section 8 Housing Choice Voucher Program. The Admin Plan is subject to change based on HUD changes in regulations, Moving to Work Activities, etc.
