Proposal to Engage Neighbors

In advance of City Council's January 20-21 Retreat, Angela McCormick, Chair of the BHP Board of Commissioners, sent Council a proposal outlining a formal plan to engage neighbors and community members in the ongoing development of 1175 Lee Hill, a proposed apartment building for formerly homeless adults.  BHP hopes City Council will respond favorably to this proposal since it enhances the standard for public engagement to a level greater than currently required in a timely manner.

As detailed in the proposal, BHP voluntarily proposes to provide opportunities for public input about the project's operations and design through neighborhood meetings and social media tools.  Topics open for discussion range from the building design and property management to resident selection processes and security procedures.  These opportunities build on the 15 public meetings BHP has already held about the project, to date.

Based on a thorough site evaluation process, also outlined in the proposal, BHP remains committed to developing a Housing First community at the chosen location on Lee Hill Drive.

"Not everyone will agree with the site we have selected, however we will continue to work with the community to guarantee responsible operation of this development.  We are completely committed to being a good neighbor for the long term," said Angela McCormick, BHP Board Chairperson.  "We are confident that 1175 Lee Hill will be a successful development, both for the residents who benefit from permanent supportive housing and the neighbors who are the heart of the community."

Many neighbors have asked BHP...how much of 1175 Lee Hill is funded by public tax dollars?
The funding sources provided by public agencies, which are preliminary and subject to change, comprise 28% of total project funding sources, about $1.9 million. The remaining funds will be provided by investors, private foundations, and BHP.

These funds are derived from three sources:

(1) Boulder County Worthy Cause III Pool Funds: derived from a 10-year extension of a .05 percent sales and use tax, which was voter-approved in 2008 and is exclusively designated for non-profit, or related, capital expenditures.

(2) State and local HOME Funds: HOME is the largest Federal block grant to State and local governments designed exclusively to create affordable housing for low-income households.

(3) McKinney-Vento Homeless Assistance Act of 1987: a United States federal law that provides federal money for homeless programs. These funds are awarded by the Metropolitan Denver Homeless Initiative (MDHI) whose mission it is to implement a comprehensive homeless housing and services system in the 7-county metropolitan region surrounding Denver.

These funds are exclusive in their use and are competitively awarded and/or approved by boards, task forces, and commissions staffed by elected or appointed members of the public.

What is

1175 Lee Hill?

1175 Lee Hill is a proposed 31-unit apartment community targeted towards formerly homeless adults.

Based on the nationally-recognized Housing First model, 1175 Lee Hill combines permanent housing with supportive services and case management.

The community will be owned and operated by Boulder Housing Partners, the Housing Authority for the City of Boulder.  Case management services will be provided by staff from the Boulder Shelter for the Homeless.

The goal of this community is to reduce Boulder's homeless population through the provision of housing and supportive services.

This community is not an expansion of the homeless shelter.
