Summary
Boulder Housing Partners (BHP) purchased the Boulder Mobile Manor (BMM) mobile home park in 1997 as part of its program to preserve existing affordable dwelling units in Boulder. BMM originally was constructed in 1961, and as the condition of the mobile homes and infrastructure gradually worsened, BHP began planning for redevelopment.

The proposed redevelopment will replace the 66 mobile homes with 79 new homes, and will contain centrally located parks, a shared community building with indoor and outdoor gathering areas, and new infrastructure. The homes - in a combination of detached single-family homes, duplexes, and triplexes- will be highly sustainable in their use of energy and water, and will provide healthy interiors for the residents. BHP intends for this redevelopment to serve as a demonstration project maximizing green and sustainable construction elements in order to preserve the site's affordability over time and reduce the carbon footprint of the homes and community.

A mix of multi-story commercial and residential uses will buffer the community from Valmont Road, the busy arterial street along the south edge of the property. The housing units located on the second and third stories of these buildings could serve elderly and disabled residents who require elevator access, or single persons and couples who prefer smaller living spaces. Some of the commercial spaces will be available for lease or sale to small local businesses that provide services to the neighborhood, possibly offering economic opportunities to residents, in the form of micro-enterprise businesses.

Current and recent residents of BMM have developed a close-knit community, and maintaining this community after site redevelopment is of significant importance to BHP. BHP staff worked with all resident households to explore suitable alternative housing during the reconstruction. All residents in good standing will be invited to move back to the redeveloped property, with rents for two-bedroom units similar to the previous rents for mobile homes at BMM. New families also will be able to integrate into the community. BMM is situated close to employment centers, public and non-profit services, and shopping centers.

Residents, neighbors, and the greater community have been involved in the redevelopment planning through a series of open houses and focused meetings. Redevelopment plans will go before the City of Boulder Planning Board in fall of 2008. The Planning Board is expected to recommend approval of the redevelopment to the City Council at the following meeting.

The Boulder City Council has identified this project as a Council Sustainability Initiative because it satisfies City Council's criteria for social, environmental and economic sustainability. In addition, the City of Boulder has pledged General Fund monies to assist the project in attaining its sustainability goals.
