Timeline

February 2004:
Meeting with Newlands Neighborhood organization to introduce project. Preliminary meeting with residents of 3120 Broadway to discuss the nature of the existing community and ideas for the redevelopment of the site. Send out Volume 1 of Project Update newsletter. Approval of an application to Landmarks Preservation Advisory Board to determine if the existing structure at 3120 Broadway is eligible for designation as an individual historic landmark. If not eligible, then the structure would be permitted to be demolished.

May 2004:
Resident meeting to present and discuss the three Concept Plans.

June 2004:
Neighborhood meeting to present and discuss the three Concept Plans. Staff presented the three preliminary Concept Plans and the input received from the Resident and the Neighborhood meetings. The Board of Commissioners indicated a preference for Option #1 if a financial strategy can be developed to implement the plan.

July 2004 -September 2005:
Staff analysis of alternative financing plans; primarily for the redevelopment of 3120 Broadway, and then secondly, with the addition of the rehabilitation of the existing public housing east of the former office building.

November 2005:
Regularly scheduled meeting of the Board of Commissioners where they will consider approval and authorization to proceed with the public process of a preliminary site plan, architecture and unit mix for the redevelopment of BHP's former offices (26 new units, three stores, underground parking), rehabilitation of 44 of the existing units, and conversion of two of the existing units into a community center for an after school program for children living at the site.

April 2006:
HUD approval for disposition of public housing Submitted application for relocation vouchers for Broadway residents Submitted Site Review and Subdivision applications to the City of Boulder for new construction.

June 2006
Minor Modification application submitted to City of Boulder for rehabilitation of units Application for relocation vouchers from HUD submitted

July 2006:
Application for Project Based Vouchers submitted to City

August 2006:
HUD approves relocation vouchers for Broadway residents

October 2006:
Submitted 4% Low Income Housing Tax Credit application Submitted application to the City of Boulder for Private Activity Bonds Held neighborhood meetings with Broadway residents Began resident relocation process St. John s Foundation allocates funds to the project Submitted application for site review

November 2006:
Tax Equity and Fiscal Responsibility Act (TEFRA) hearing held for general public

January 2007:
4% Low Income Housing Tax Credits approved by the Colorado Housing Finance Authority for rehabilitation Held a public meeting regarding parking and traffic congestion and the new construction

February 2007:
Substantially redesigned new building to address City concerns with size and scale Submitted 9% Low Income Housing Tax Credit application Began work with investment partner/lender

April 2007:
All Broadway residents relocated to BHP or other housing during rehabilitation

Close partnership with investor/lender

July 2007:
Begin rehabilitation of units Submit technical documents for new construction to City
